Yes. Microsoft supports assigning multiple licenses to the same user when additional services or features are required. In fact, that is a common practice. Although organizations should review assignments carefully to avoid unnecessary overlap and cost.

Decreasing the license quantity is only possible at the end of the term. Monthly commitments have a monthly term, so you can decrease at the end of the month. Yearly commitments have a 1-year term, so you can decrease at the end of the year term. Multiple year commitments have multiple 1-year term, so you can decrease at the end of each 1-year term. Reviewing upcoming renewals in advance helps avoid unnecessary costs or licensing shortages.

In many cases, yes. Organizations can often move their Microsoft 365 subscriptions to a CSP without affecting users, email, or data. The process and eligibility depend on the subscription type and term, so it is worth reviewing your current licensing before making a change.

Yes. Many organizations use both Microsoft 365 Business tier and Microsoft 365 Enterprise tier licenses in the same tenant. This approach allows you to assign different license types based on user needs, helping balance functionality, security requirements, and cost.

Yes. Removing a license will affect access to services such as Emails, Teams, SharePoint/OneDrive, and other Microsoft 365 applications. The underlying data is not necessarily deleted immediately; it becomes subject to Microsoft data retention of grace periods. If the organization has Data Retention policies applied to the user, the policy will be respected, and the user data will be kept for the period of the policy intended. But users will no longer be able to access the services linked to that license, until a license is re-assigned to the user.
